Oakland County approves amendment to allow four county IT employees to be detailed to Clemens Authority

Oakland County commissioners voted to amend a prior transfer agreement to permit four county IT employees to be detailed to the Clemens Authority. County staff and Clemens Authority leaders told the committee the employees would remain county employees covered by the merit system and collective-bargaining agreements while being managed day-to-day by the authority, which will reimburse the county for the employees' actual costs on a quarterly basis.

Walt Herzing, identified as chief deputy county executive, said the change reflects requests from the authority and UAW‑represented employees who wanted continuity while retaining county employment and retirement benefits. He said four of ten employees volunteered to be detailed and are listed in the accompanying schedule to the amendment. UAW representatives confirmed the union's cooperation and said employees who are not detailed will be reassigned within county IT to vacant positions.

Commissioners asked about billing timing, limits on the detailing arrangement, and projected savings. Staff said the detailing term runs through March 30, 2028, with annual options to extend and quarterly billing for full employee costs; the authority's reimbursements were described as producing some county savings when employees transition to authority operations. The committee approved the amendment 5-0.
