Procurement and HR staff told commissioners the benefits consultant has institutional knowledge of the county's fringe-benefit contracts and will support upcoming RFPs; staff estimated an approximate $3.6 million savings to the fringe fund for 2026 actions tied to the benefits road map and said the firm agreed to hold pricing for the extension. For utility and GIS software, presenters explained that proprietary meters and enterprise GIS systems create high switching costs; replacing those systems would require meter‑by‑meter replacement or a complex enterprise migration.

Several commissioners expressed concern about frequent exceptions to the RFP policy and the length of multi‑year extensions, asking staff to prioritize shorter extension windows and to produce a clear disengagement or transition plan for vendors that are deeply integrated with county systems. The committee approved the package with a 4-1 vote and staff said individual contracts could be separated for full‑board consideration if requested.
