Code board orders removal of unpermitted curb on Place Vendome, sets 45‑day deadline and fines

The Winter Park Code Compliance Board ordered the removal of an unpermitted vertical curb at 1350 Place Vendome and set penalties for noncompliance during its Aug. 6 meeting.

City staff presented Case BLDG26‑0010, showing multiple inspections dating from April through late July with no permit on file for the curb. Jim Strutmeyer, senior engineering inspector for Public Works, told the board the curb was installed without a permit and would create drainage problems; he said a permit application submitted at this time would not be approved because the vertical curb moves water in a way that would create puddling and transfer problems downstream.

Respondent Margaret Levitt told the board she had installed the curb because standing water at the base of her driveway made daily activities difficult and she had sought city help before acting. “I want to do the right thing, but I don’t want the water pooling, you know, at the base of the driveway,” Levitt said.

Shannon Monahan, an engineer in the city’s stormwater division, told the board the right‑of‑way work lacked authorization and that the downstream system (Temple Drive) is undersized; she recommended alternatives such as a French drain, a swale/ribbon curb or regrading the driveway apron, and noted a CIP to address Temple Drive drainage in coming years.

A board member moved to find the respondent in compliance with the notice but ordered removal of the vertical curb within 45 days, required documentation of action by 09/20/2026 and set fines up to $250 per day for failure to comply. The motion passed 5–0.
