Sun Valley council holds third reading of Ordinance No. 489, reads appropriation ordinance by title

The Sun Valley City Council held the required third reading of Ordinance No. 489, the city's Annual Appropriation Ordinance for the fiscal year beginning Oct. 1, 2016, during a special meeting on Aug. 16, 2016. Council Member Brad DuFur moved to read the ordinance by title only; the motion passed on a roll-call vote with Council Members Michelle Griffith, Keith Saks, Brad DuFur and Jane Conard voting AYE and no NAYS. City Administrator Robertson then read "Ordinance No. 489" by title.

The third reading is a procedural step in the ordinance process; the transcript records the council approving the motion to conduct the third reading and the title reading but does not record a subsequent adoption vote in the meeting minutes. During the public-comment period resident Jim Bronson urged that the VEBA line be removed from this fiscal-year budget because "we can't pay it until 2018," and said he was disappointed the council had not addressed the item. The council proceeded to other agenda items after the reading.
