Mother describes daughter's catastrophic injuries in testimony blaming sanctuary policies

Miss Fox described her daughter Carissa's life before and after a crash in which, she said, an unlicensed and uninsured driver who had entered the United States illegally struck the teen.

"My daughter was minimally conscious, nonverbal, is wheelchair bound and eats through a feeding tube," Miss Fox said, describing ongoing medical needs and seven-figure medical bills. She told the committee the driver pleaded to a felony and that on Feb. 28 the driver was confirmed to have been deported. Miss Fox framed her testimony as illustrative of the human consequences she attributes to sanctuary policies.

She asked lawmakers to "tell our stories" so policy could change and prevent further tragedies; the committee entered written testimony into the record and limited oral remarks to five minutes.
