Rules Committee approves consent agenda after chair pulls two items for separate review

The Rules Committee convened and approved most items on its consent agenda after the chair asked that items 7 and 11 be removed for separate consideration. "I respectfully ask to remove items number 7 and 11 from the consent agenda so that they can go to that separately," the chair said during opening proceedings.

A motion and a second were made for the remainder of the consent agenda and the committee proceeded with a roll-call vote conducted by the clerk. The clerk recorded multiple "aye" responses and, after the roll was completed, the chair announced, "Motion passes." The meeting later returned to the pulled items for individual votes and for consideration of add-ons. The committee also recorded a formal notation on absent members during the add-ons discussion.
