Sketch plan filed for 12‑unit townhouse project on Kelley Farms Road; board flags water and EAF corrections

Scott Lansing of Lansing Engineering presented a sketch plan on behalf of DeGraff Bloom Custom Home Builders for three 4‑unit townhouse buildings (12 units total) on a 6.66‑acre parcel at the corner of Eastline Road and Kelley Farms Road. Lansing said each unit would be two to three bedrooms with a garage and individual driveway, served by public sanitary sewer via a low‑pressure force main and connected to water service at the frontage; stormwater would be handled on site with individual practices per lot.

Board members asked questions about water availability and the environmental assessment form (EAF); Chairman John Van Vorst pointed out EAF corrections that must be made (Saratoga County Sewer permitting should be listed and habitat typology clarified). Member Andrew Collar disclosed he lives nearby but did not recuse. Mr. Lansing said sidewalks and some other design items would be reviewed and corrected as the plan advances. The Board made no vote at the sketch stage and will expect corrected EAF materials and subsequent submissions.
