Pearland council authorizes development agreement for Prospect 24 16

The Pearland City Council on Aug. 6 authorized the city manager to enter into a development agreement tied to a proposal referred to in the meeting as "Prospect 24 16," following closed deliberations under the Texas Government Code. The council reconvened at 4:21 PM and immediately took up the item, with Mayor Pro Tem Chavarria moving the measure and Council member Barham seconding it. The motion carried 6–0.

Council discussion in open session was brief. One council member voiced support, saying, "I will just add, I think this is a great project for our community. Thank you PCD for bringing this. I'm looking forward to it." The item was described on the dais as involving "acquisition of real property and [a] reimbursement agreement between the city and the Pearland Economic Development Corporation." The city said those negotiation details were discussed in executive session under Texas Government Code chapter 551, section 551.087, which covers economic development negotiations.

The council recorded a unanimous vote (6–0) to authorize the agreement; the open meeting did not disclose the full terms. The motion was recorded as passed without amendment and no additional public testimony was received during the open deliberation. The council did not announce an implementation timeline in the open session.
