Staff names resiliency director and previews urban growth boundary and municipal center projects

Planning staff told the commission the town has hired a resiliency director, Lucas Hernandez, who will lead ongoing stormwater and resiliency efforts and help carry forward policy recommendations from recent stonewater management work.

Staff also previewed a forthcoming municipal/civic center expansion and explained that further zoning and development applications related to the municipal center are anticipated in coming months. Staff noted continued coordination with Charleston County on an urban growth boundary overlay that would include portions of Betsy Carson Parkway and related roads; Seabrook Island has opted to pause participation for now.

On cell towers, staff reiterated that Crown Castle remains committed and that the town is still roughly a year away from seeing construction, with many administrative steps to occur in the interim. Staff said they will pass relevant materials to legal teams and ensure formal procedures are complete before bringing recommendations to the commission or council.

Commissioners asked follow-up questions about timelines and about an in-meeting observation regarding increasing fractional/co-ownership home sales; staff agreed to track that trend and consider whether it merits future study in the context of comprehensive-plan goals.
