Ellsworth planning board weighs fixed time limits for public speakers versus chair discretion

Board members and the public debated whether the planning board should set a fixed time window for public comments or leave the chair discretion to grant extra time for complex items. Supporters of a fixed limit said it ensures fairness and predictable meeting length; opponents said flexibility allows applicants and opponents to fully present complicated evidence.

The planner said the intention of limits is to make sure everyone has a chance to speak and that bylaws can include a restart provision (allowing a second speaking turn if time remains). Public commenter Raymond and other members urged that the board provide guidance to the public on what to expect at hearings and that written submissions remain part of the record. The board did not adopt a fixed rule at the meeting and asked staff to include options in the revised draft bylaws.
