Staff says new checklist rules (effective July 1) aim to reduce incomplete applications at Ellsworth Planning Board

Planning staff told the board that ordinance updates effective July 1 consolidated checklists so that preliminary applications must include required materials and that applicants should not routinely appear with incomplete packets. Staff said the change is intended to prevent projects from reaching public hearings before required technical items (traffic, stormwater, agency letters) are addressed.

Board members said in practice many projects came forward without full documentation in prior cycles and discussed the board's role in identifying missing items at preliminary review. Members asked staff to prepare a clear punch list that the board can use to tell applicants what is needed for final approval and to identify waivers early in the process so the public can have input when appropriate.
