Committee debates reporting lines, emphasizes general manager oversight

Committee members and staff spent significant time on reporting authority and consistent job titles, with particular attention to where the finance and operations functions sit in the chain of command. Chair recommended standardizing titles such as director of operations and director of finance and asked staff for an expanded breakdown of who handles payables, receivables and bank reconciliations under each operating manager. "Specifically says that everybody replies or answers to the GM," one committee member said when citing the code and the proposed chain of command.
