Mandan City Commission declares emergency to replace City Hall roof after heavy downpour

The Mandan City Commission on July 10, 2026, approved a declaration of emergency to replace the roof at Mandan City Hall after a heavy downpour left temporary patches failing and water leaking onto workstations.

Neubauer, the city staff member invited to present the issue, told commissioners that contractor estimates put the lower roof replacement at $157,339 and the upper roof — including drainage work — at $91,005.66. "Lower roof estimate with all those items included amounts to, $157,339," Neubauer said, and added the combined cost was "roughly 250,000, call it." A second consultant reviewed the bids and found the estimates reasonable, Neubauer told the commission.

The scope described included removal of existing roofing down to insulation and ballast, replacement of insulation and recovery board, mechanically fastening deck screws and plates, and installing a rubber roof system; the upper-roof work includes routing water to designated drainage areas. Neubauer also reported that current leaks had progressed into the finance office and other upstairs work areas, posing a risk to computers and office operations.

A motion to declare an emergency for the roof repairs was recorded by the chair as made by Commissioner Schoberg and seconded by Commissioner Belavic. The chair then called the roll; commissioners recorded as voting "Yes" were Braun, Belavic, Wilmerc, Heintzion and Mayor Friedrich, and the motion was approved as recorded. The declaration authorizes staff to proceed with emergency procurement and necessary repairs under the city's emergency purchasing procedures.

The commission did not adopt a long-term construction plan during the special meeting; the chair noted that future decisions about building a new or refurbished city hall would be separate from the immediate emergency repairs. The chair also announced upcoming regular meeting dates before adjourning the special session.
