Council weighs Geneva Ponds cleanup and state land exchange; public urged state oversight

A council member raised concerns about a state-backed Geneva Ponds proposal that would use redevelopment (RDA) funds for cleanup of state-owned settling ponds adjacent to Vineyard and then transfer roughly 80% of the remediated acreage to a developer. The council heard that the site sits outside Vineyard's jurisdiction and that the state will hold an information session on Aug. 12.

"This property is not within Vineyard proper... it is state owned land," a council member said, urging the city to be at the table and to press for state and federal contributions if public money funds cleanup. Public commenter Jared Thomas said he was "solidly opposed" to the exchange and argued that if public funds pay for remediation the land and oversight should remain with the state. Developer representative Nate Hutchinson called for collaboration and denied self-dealing accusations, saying the exchange work had spanned multiple prior councils and that the developer seeks to improve the lake and community assets.

Council members said the August 12 session is an information meeting and recommended listening to the state's presentation before taking an official municipal stance. Several councilors asked staff and RDA advisers to confirm whether RDA commitments or prior actions created any obligation to the site and whether the proposed uses are RDA-eligible. The council did not take a formal vote or adopt a city position during the work session.
