Staff outlines new land-use review timelines tied to Utah Senate Bill 284

During a work session the commission heard an informational briefing on Senate Bill 284 (2026) and proposed internal timelines to improve transparency and predictability for applicants. Staff said the state law update clarifies planning commission responsibilities and prompted the city to propose concrete review-cycle timelines and improved web guidance.

"We have Senate bill 284... it's a compliance update," staff said, describing the state-law changes and why the city is adjusting its internal processes. Staff recommended a 20-business-day (four-week) first-review cycle for certain site plans, 15 business days for plats, and noted the city may implement up to four review cycles for complex projects. "The 20 business days is a review cycle ... so when we take in the application, certain ones we have like a residential pilot, we have to make sure we have a full application within, like, 3 days ... the 20 business days is we have to have that 1st review cycle done in that 4 weeks," staff explained.

Staff said the city will produce step-by-step web guidance and work with consultant firms (Hanson Allen and Luce) on the implementation. The discussion was informational; no formal action was required at the work session.
