Committee approves minutes, personnel backfills, WIC budget tweak and transportation contract amendment

The Health & Human Services Committee unanimously accepted the minutes from its June 24, 2026 meeting after a motion by Mr. Hall and seconded by Ms. Kerr.

Commissioner Duane Vaughn presented three backfill requests — Caseworker; Senior Social Services Examiner; and Community Services Worker — saying they are part of the existing staffing pattern and necessary; the motion to forward those backfill requests to the Personnel Committee was moved by Mr. Mumby, seconded by Ms. Kerr, and adopted.

Public Health’s Tina McDougall asked the committee to amend the WIC budget to transfer $2,500 from equipment to contractual to reflect the actual cost treatment for breast pumps; Mr. Hall moved the transfer, Ms. Kerr seconded, and the committee adopted the motion and forwarded the item to the Finance Committee.

The committee approved a 3.5% rate increase for Durrin Transportation — the vendor that transports early intervention and preschool children — after McDougall said the net additional county expense would be about $13,000 (versus $9,600 at a 2% contractual CPI increase). The committee also authorized the chairman to sign a one‑year contract amendment. Mr. Hall moved the rate-approval motion; Mr. Tall seconded, and the motion was adopted.
