Commission validates conformity of Willow Creek urban renewal plan with the comprehensive plan

The commission adopted a resolution finding that the proposed Willow Creek urban renewal plan conforms to the ImagineIF comprehensive plan and may proceed to City Council for further steps.

Brad Kramer, executive director of the Idaho Falls Redevelopment Agency, presented the plan, describing anticipated projects including rock removal, street and utility networks, intersection improvements, demolition where needed, and new bicycle and pedestrian facilities across roughly 100 acres at the northwest corner of Holmes and Anderson. Kramer said an eligibility study identified multiple statutory criteria, with ‘‘unsuitable topography’’ (surface basalt and related remediation costs) among them, and that the planned district would use tax-increment financing to address development constraints.

Several commissioners expressed support for urban renewal as a tool for promoting infill and reducing sprawl, noting prior successful renewal projects in the city. Commissioner (speaker 9) moved to adopt the resolution validating conformity; the motion was seconded and the commission approved the resolution by roll call (ayes recorded at SEG 1322–1331). The agency will next present materials to City Council for the feasibility and adoption steps outlined in state law.

The district planning documents and staff reports will be part of the public record as the proposal advances to council for final determinations about financing and project phasing.
