Committee of the Whole votes to forward task force recommendation to change Salem City seal to full council

The Salem City Committee of the Whole voted 7–2 on Aug. 4 to accept the City Seal Task Force's recommendation to change the city's official seal and forward that recommendation to the full council for final action. Councilor Varela moved to accept the report and refer the matter, and Councilor Davis seconded the motion.

Councilors debated both substance and process before the vote. Councilor Varela described the task force process, saying the panel "held 17 public meetings, hosted 3 listening sessions, received expert presentations and written feedback," and that the task force voted 5–1 to recommend changing the seal. Varela said the next step would be to ask the full council to authorize an ad hoc committee including the city solicitor and city clerk to work through legal and rollout details.

Several councilors asked for clarity on what "accepting the recommendation" would mean in practice; President Merkel and others noted the recommendation included guidelines—avoid human figures and witch imagery, emphasize inclusive symbols and maritime heritage. Chair Hopworth emphasized that the committee's action is advisory and the full council will take the final vote.

After public comment, the committee took a roll call and recorded seven votes in favor and two opposed. Chair Hopworth announced the motion carried and that the recommendation will be brought to a future full council meeting for formal consideration.
