Commission approves appeal‑authority contract, names Heath Snow as primary representative

Kane County commissioners on Tuesday approved a contract for appeal‑authority services after staff reported a single applicant responded to the formal RFP.

Shannon described the role required by state law — an appeal authority to hear appeals of development decisions, variances and other land‑use matters — and recommended the county contract with the firm identified in the submission. "His name's Heath Snow," Shannon said, naming the proposed representative from Snow Caldwell Beckstrom and Wilbanks. Attorney Jeff Stott added a brief clarification about the fee, noting the proposed rate of "$2.75 an hour."

Commissioner Myers moved to accept the land‑use agreement for appeal authority services with Heath Snow as presented. The commission voted unanimously to approve the contract by voice vote. The motion establishes the private firm and the named representative as the county’s appeal authority until further notice or replacement through the county’s procurement processes.

Staff described the appeal authority’s role as a quasi‑independent reviewer that can be used by applicants or the public to contest administrative land‑use decisions; no amendments to county code were proposed during the discussion.
