Commission moves two economic-development lines, keeps $10,000 payment despite opposition

The motion drew one clear dissent: one commissioner said they were "opposed to the 10k for HBC" and voted no while the motion nonetheless passed by a recorded 6–1 margin. Commissioners emphasized that the 5% economic-development fee (fund 11‑49) will only be passed along to other entities to the extent receipts materialize — staff confirmed the 2027 estimate is roughly $683,000.
