Board approves advertising a public hearing to clarify bulk-water sale rules and meter limits

County staff presented proposed amendments to county code §12-213 and the water and sewer fee schedule to clarify terms for bulk-water sales to tankers. The proposed changes would require individual truck meters, limit meters per company (three meters per company, with a countywide total split between larger and smaller tank categories), set combined weekly limits for 2,000+ gallon tankers, and require daily usage estimates be provided to the utilities department.

Utilities staff answered board questions about meter assignment (VIN/license-plate tracking via contract language), maximum system capacity and contractual protections for regular customers (including existing MOU language with Louisa), and proposed enforcement language that would allow short-notice contract termination for misuse. The board voted to advertise a public hearing on Sept. 16, 2026, for the proposed code and fee-schedule amendments.
