Utilities staff answered board questions about meter assignment (VIN/license-plate tracking via contract language), maximum system capacity and contractual protections for regular customers (including existing MOU language with Louisa), and proposed enforcement language that would allow short-notice contract termination for misuse. The board voted to advertise a public hearing on Sept. 16, 2026, for the proposed code and fee-schedule amendments.
