City delays some capital buys, offsets others from reserves; excavator pushed to 2028

City staff briefed commissioners on enterprise and equipment-reserve changes that reduce near-term capital spending in the general fund. Rob (speaker 2) said some large items were delayed — notably an excavator moved to 2028 with an estimated price of $225,000 — while other purchases will proceed and be funded from equipment reserves.

Rob and staff said sanitation’s packer body replacement will be funded by replacing only the packer portion of the unit, and that sewer operations will receive a steamer and a slop mower. Staff emphasized many items are offset by equipment-reserve balances, limiting immediate general-fund impacts. The commission asked staff to include a clear schedule of capital purchases and funding sources when they return with final budget numbers.
