Council to advance water-main, paving and sewer-repair contracts and approve budget moves on Monday

City staff presented multiple procurement recommendations and budget changes that will be brought to the Monday council meeting for formal action. City Engineer Russ described three contract recommendations: Ranger Earthworks as lowest bidder for a ~570-foot, 8-inch water main on Bridgewater Road at $104,876 (water fund; not to exceed $120,000), Barrett Paving Materials as lowest bidder for four parking/drive reconstruction sites at $664,430 (not to exceed $735,000 across funds), and Durst Brothers Excavating for a sanitary-sewer-repair package including an emergency repair of a 16-inch force main; staff recommended a $20,000'$30,000 contingency for unplanned emergency pipe repairs.

Finance Director Jim summarized supplemental appropriations for Monday's agenda: a $498,000 advance from the general fund to the capital-improvement fund for finance/tax/utility-center (FTUC) renovations (to be repaid with bond proceeds expected in November), $7,576.72 transfer from the Law Enforcement Assistance Fund into the police budget for training (bringing a cumulative annual transfer to $37,762.93), and $96,820 request to the fire fund to support AT&T FirstNet public-safety networking and associated mobile-technology upgrades. Jim asked the council to waive second readings for the supplemental items so funds can be used immediately.

Russ said Ranger Earthworks and Barrett Paving are experienced local contractors and that funding would come from respective enterprise or parks/buildings funds. Council asked follow-up questions about bench amenities at Community Park, the proximity of Rip Rap Road Park to Conservancy District property, and whether grant matches apply for EDGE-type grants tied to some local projects.

No contracts were awarded at the work session; staff will place formal legislation and bid documentation on the Monday council agenda.
