Commission approves large mixed-use rezoning near Dyess Air Force Base despite neighbor concerns

Clarissa, a city planner, presented KZ202645, a request by Jacob Martin LLC to rezone about 166.9 acres at 6002 Texas Avenue to a mix of patio homes, multifamily and general retail. Staff recommended approval and the agent, Clayton Ferro, described a master plan that would place general retail and multifamily along the Dub Wright frontage and patio homes closer to existing single-family areas.

Public speakers stressed concerns about visibility into the Noah Project domestic violence shelter adjacent to the site and asked whether patio homes might be two stories. Alana Jeter, executive director at NOAA/Noah Project, asked the commission to note the shelter’s needs and safety concerns. Clayton Ferro said the developer is aware of the shelter and intends to be respectful in design; he noted a height limit in the patio-home district but said two-story construction remains possible under zoning. Commissioners approved the rezoning and encouraged continued coordination with the shelter and neighborhood as design progresses.
