The Quartzsite Common Council on Aug. 4, 2026 formally canvassed the results of the July 21 primary election and adopted Resolution No. 26-09 declaring Lisa Bolden, Ray Barnett and Melody Chatelier the successful candidates for three four-year council seats.
Mayor Norm Simpson read the resolution and the vote totals included in the attached exhibits, saying, "The total number of ballots cast at said primary election as shown by the poll list was 1,230," and noting there were 1,901 active registered voters. The resolution text listed individual candidate totals (317, 284, 245, 190 and 182), 12 write-in votes and that ballots rejected per precinct are set out in the exhibits incorporated by reference.
A council member moved to accept the resolution "as stated," the motion was seconded and the council approved the canvas by voice vote; Mayor Simpson declared the motion carried and congratulated the declared winners. The resolution text states it "shall constitute the official canvas" and be effective immediately upon adoption.
The council cited Arizona Revised Statutes as the legal basis for the canvass in the resolution text (transcript references ARS 9-8-821.01 and ARS 16-642 and refers to the requirements of ARS 16-646). The resolution directs the mayor, town manager, town clerk and town attorney to take steps necessary to carry out the purpose and intent of the resolution.
The meeting record includes attached exhibits (A–C) referenced in the resolution for precinct-level vote totals, rejected ballots and related return information; the transcript notes those exhibits are incorporated by reference but the exhibits themselves were not read into the record during the session.
