County staff member Nick presented a proposed well and waterline easement for West Jefferson's municipal system, describing the chosen "Site 5," the proposed utility easement and a 100- and 50-foot buffer around the well. "We have gotten to the place now where we have picked out a well location that we think works well for future private owners," Nick said, noting nearly all of the easement lies in undevelopable buffer land near a stream.
Commissioners asked about recent flooding and local water impacts; Nick said he would follow up with the town manager and others to verify reports that a local business had closed over a water issue. "We do know that there is parts right around Doggett Road that do regularly flood and have impacted particularly during Helene impacted some private businesses," Nick said. The board voted to approve the easement and to allow staff to execute the recording of the easement and plat by voice vote (board motion and second recorded in the meeting minutes).
