The council’s police policy and code services committee voted to forward a zoning text amendment to allow dance studios as a permitted use in the B‑1 Shopping District and to advance a two-part application for 759 North Quentin Road to the consent agenda.
Planning staff explained the dance-studio text amendment would make review quicker for applicants by making the use permitted rather than special; the applicant for 759 North Quentin — the proposed Royal Bistro and associated dance studio — seeks a special use and parking variation for a 24-seat bar tied to the studio, plus a request to increase the number of Class A liquor licenses by one. Planning staff told the committee the center is about 34 spaces short for the entire center’s needs and that the applicant has secured off‑site parking agreements and proposes valet service for ticketed events.
Applicant Brian Wong described the concept as an upscale ballroom dance studio and café: "This will be a a place you can get away," he said, adding plans for special ticketed events such as a Royal Masquerade Ball. The planning commission recommended approval subject to the off‑site parking agreements; the committee voted to forward both the text amendment and the Royal Bistro items to the evening consent agenda and the Liquor Commission subsequently approved the Class A license.
