The Committee of the Whole advanced four zoning and licensing items to the council consent agenda on Nov. 2, 2015.
Planning staff told the Police Policy and Code Services Committee that the special-use request for a rear-yard fence at 1009 South Smith Street required review because of the fence’s placement; staff said "An additional 30 feet of fencing and new fence is already in place because I require special use review." The committee also approved a special use for an indoor children's play place at 395 West Northwest Highway; staff said the center is "approximately 11,000 square feet" and is planned for children ages 0–6, and emphasized the business "is not a drop off facility" — parents would remain with children. Staff noted the location provides 27 parking spaces against a 31-space code requirement but the Zoning Board of Appeals recommended unanimous approval in both cases.
At 1280 East Dundee Road, staff reported the restaurant application would continue the previously approved seat count and said parking was sufficient under code; the committee voted to add that request to the consent agenda. The same address was the subject of a separate request to increase the number of Class D liquor licenses for India Bhawan. At the Palatine Liquor Commission later in the evening, the commission approved United Groups Capital LLC d/b/a India Bhawan's application; there was no public testimony on the license application.
All four committee items were reported as unanimous committee approvals and were placed on the council's consent agenda for formal action.
