Committee hears that eConsults, asynchronous billing and data updates remain unfinished work

Members asked about eConsult uptake and asynchronous billing for new patients. Amy Durbin said eConsult codes are relatively new and that FQHCs and RHCs have different billing processes that have limited uptake; she noted some states have used alternative payment methodologies to expand eConsult coverage. "There are 2 eConsult codes covered right now under Medi Cal, but those are not covered for FQHCs and RHCs," she said.

Marissa Montiano told the committee the public dashboard created during the pandemic "hasn't been updated since 2022," and recommended maintaining that dataset and adding private‑payer comparisons so the legislature can evaluate utilization and outcomes over time.
