Planning commission approves drive-through for Mint dispensary with two-year review

Attorney David Brown, representing the applicant, argued that stacking lanes and overflow parking meet Title 30 standards and that the drive-through operation would be lower volume than a typical fast-food drive-through. Staff found the proposed stacking and window location acceptable but expressed concern about circulation flow and preferred an entrance from Paradise Road; commissioners discussed center circulation (largely counterclockwise) and vehicular queuing next to adjacent drive-throughs (such as Dunkin').

Commissioners weighed staff concerns against practical circulation and parking capacity; one commissioner moved to approve the application with a two-year review to allow time for construction and observation. The motion carried, and the approval is final unless appealed.
