Board adopts $132.7 million Westchester Community College budget amid concern over tuition increases

The Westchester County Board of Legislators voted unanimously Aug. 3 to adopt the Westchester Community College (WCC) 2026–27 budget, authorizing roughly $132,700,000 for operating expenses, $24,100,000 for capital investments and a county contribution of $26,200,000.

"The budget includes approximately a $132,700,000 for operating expenses, 24,100,000 for capital investments, and a county contribution of 26,200,000 to support the college's continued operations," said Legislator Woodson Samuels, speaking for the Budget and Appropriations Committee after meetings with WCC leadership.

Legislators said the package includes a modest tuition increase intended to sustain services, staffing and facilities, but several members warned the cumulative impact on students must be monitored. "I do want to flag my own concern concerning this tuition increase where after 4 years now of tuition increases, we will now have reached the point where tuition is now over 20% more than it was in 4 years," said a legislator who opposed further increases without more mitigation measures. Other members said investment was necessary to maintain programs and student support.

Supporters emphasized affordability programs and ongoing county contributions. "With tuition over $2,700 per semester, our responsibility cannot end with adopting this budget," said Legislator Williams Johnson, urging commitment to financial aid and student support. The board approved the budget on a long roll call, 15–0.

Next steps: the college will operate under the approved appropriations for the 2026–27 fiscal year; several legislators requested a future presentation on plans to limit further tuition increases.
