Committee presses presenters on SAM.gov, voter-data conditions and accuracy risks

County members pressed presenters for specifics on how SAM.gov reporting and the SAVE voter-data requirement could be used as enforcement triggers under the proposed rule.

Dave Lucas cautioned: "From a technical standpoint, sam.gov is not great in being timely and accurate... So there could be information in sam.gov that's inaccurate because the system hasn't updated properly or something was not interpreted by it. And a decision could be made on inaccurate information." Committee members asked whether stale documents or mission statements could be treated as triggers for termination; Lucas replied that any of those items "could be a trigger," underscoring the need for objective definitions and cure procedures.

On voter data, Regan said DHS's July 10 condition tied to the SAVE system would require states to verify citizenship status in voter-registration databases within 120 days of accepting certain awards, and noted DOJ litigation over statewide voter-list requests is ongoing. Presenters said the litigation and unsettled agency interpretations add to local uncertainty and recommended following agency comments and any court developments.
