Court recommended awards RFPs for softball fields, waterlines and street improvements

Purchasing staff presented several procurement recommendations for the court's consideration. For RFP 26-099 (softball fields in Lake Hopewell Park), staff reported that 23 vendors reviewed the procurement document but only one proposal was submitted — Dickinson's Girl Softball Association — and staff recommended the court approve that submission.

Staff also reported results of an engineering-services procurement (GLO CDBG MIT program) opened in March 2026: DCCM Infrastructure was recommended for a Bolivar waterline project; HDR Engineering, Inc. for Bakersfield Street improvements; and HR Green, Inc. for San Leon Street improvements, each recommended based on evaluation committee scores and past project experience.

A commissioner asked whether the winning concessionaire would have exclusive daytime use and who would maintain areas outside the fences; purchasing and park staff said the concessionaire would have management operations and coordinate with the county for outside maintenance and that a meeting would be set after approval. The court moved and approved procurement recommendations during the action agenda.
