Lake County supervisors approve five-year child-welfare and probation System Improvement Plan

The Lake County Board of Supervisors unanimously approved the county’s negotiated System Improvement Plan (SIP) for Nov. 2025 through Nov. 2030 and authorized the chair to sign, a motion that carried 5–0.

Presenters told the Board the SIP was developed through an internal county self-assessment, staff focus groups, consultant data analysis and a Feb. 19 stakeholder meeting at Robinson Resort and Casino that included roughly 60 participants from agencies, tribes and service providers. "This negotiated system improvement plan has been finalized with, CDSS and is presented for the board," a presenter said during the meeting.

The plan sets dual priorities for child welfare—reducing recurrence of maltreatment and improving the share of children reunified within 12 months—and asks probation to expand its service array, including culturally competent programming for tribal youth. Presenters said the county will use evidence-based assessment tools, strengthen emergency response protocols and increase follow-up with families.

Supervisor Sabaki voiced support for the SIP and asked that the Board receive interim performance graphics during workshop or budget hearings so supervisors can monitor progress more frequently than waiting five years. Presenters and the Board agreed to provide periodic graphs showing outcomes.

The Board opened the item for public comment and recorded none. A board member moved to approve Lake County’s SIP for Nov. 2025–Nov. 2030 and authorize the chair to sign; the motion passed 5–0.
