Planning commission recommends adding R121 zone to allow micro-entrepreneurship

The Grantsville Planning Commission voted to recommend that the city council amend Chapter 15 of the Grantsville Land Use Ordinance to add an R121 zone allowing micro-entrepreneurship as a conditional use.

Jason, a planning commissioner who moved the recommendation, said the motion "to add the R 121 zone as zoning designated for micro entrepreneurship" should also allow the use conditionally in all zones listed in Chapter 15. Shelby, a city staff member who presented the proposal, told the commission the request arose from an applicant in the RM7 zone and the amendment would clarify whether the use should be expanded beyond RM7.

Shelby described the intended character of the use as "low intensity use consisting of a small independent business operating at a limited scale with minimal off-site impacts" designed to be compatible with surrounding residential or rural uses. Commissioners sought clarification that making the use conditional does not guarantee approval; staff reiterated applicants must still meet all applicable city standards, setbacks and compatibility requirements.

The commission recorded the motion, which included staff conditions, and passed the recommendation unanimously. The matter now goes to the City Council for final consideration.
