Council questions multifamily growth assumptions baked into Rowlett rate model

Council members questioned the consultant’s assumed multifamily growth rates and asked staff to verify which projects and unit counts were included in the demand model.

Jason Gray said the model includes an assumed increase in multifamily units — he referenced the model forecasting about 400 additional units per year and a roughly 50% increase in multifamily units by 2028. Council members called that pace "probably not realistic" and asked staff to confirm which developments (for example the JPI project and other known developments south of State Highway 198) were included in the model and what volume was assigned to those units.

Staff said the model baked in projected unit and volume growth for both water and wastewater and agreed to return with more detailed unit-count and volume assumptions to allow the council and public to assess sensitivity to multifamily development.
