Kirkland told the court the city would "give the violator 15 days to obtain a certificate of use or cease all business activities" as a recommendation, but staff and the magistrate agreed more time than 15 days was warranted in this long-open file; the court settled on 25 days.
The respondent acknowledged paying for a previous certificate and said administrative issues and application access problems had delayed reactivation. The magistrate instructed the respondent to stay in contact with staff and warned that a failure to comply would result in a $250-per-day fine and possible suspension of utilities per city ordinance section 22-28; the order includes a 30-day appeal period.
