Council advances utility-assistance and water-rate changes to expand discounts and emergency aid

Council members presented and unanimously passed several measures to address utility affordability.

The governance and utilities committee reported a bill to expand Seattle City Light emergency bill assistance and to adjust terms for the utility discount program so eligibility aligns with the new start date in January. Council members praised the work and noted the program would reach an estimated 31,000 households in the coming year and about 83,000 households as full eligibility phases in.

Separately, council members discussed a Seattle Public Utilities bill to revise water rates for 2027–2029 with a modest annual path; council noted that roughly 25% of a Seattle water bill reflects King County wastewater passthrough costs and that county increases contribute to local bill pressures. The council passed the SPU rates and associated emergency assistance expansions unanimously.

Council asked staff to continue coordinating with King County and to monitor affordability impacts, particularly for households near eligibility thresholds and for hookup/ADU fees that affect housing affordability.
