Eli Isaacson, a county planning staffer, briefed the council on green building code options and the tradeoffs between adopting local 'reach' codes and relying on updated base codes such as the International Energy Conservation Code (IECC). Isaacson said base‑code improvements over recent cycles have introduced many efficiency measures previously only available under reach codes and argued the county should consider education and incentives alongside code adoption.
"The intent of these codes is oftentimes to reduce fossil fuel consumption and improve energy performance in new buildings," Isaacson said, and he cited efficiency gains in successive IECC cycles. He recommended an approach oriented toward adopting new base code cycles, building contractor capacity, incentivizing energy efficiency, and tracking building performance rather than immediately layering local reach codes that could increase construction costs and disproportionately burden smaller projects.
Councilors asked for concrete incentives and timelines. Isaacson said some incentives exist through land‑use code (for example, EV charging provisions can reduce required parking) and that local adoption typically follows state action; the county generally waits for state adoption after a triennial code release, so local adoption of the 2024 cycle would likely fall in the 2027 time frame unless the state acts sooner.
Councilors and public commenters raised equity and economic questions about whether higher upfront construction costs could push housing outside the county, increasing vehicle miles traveled. Isaacson and staff responded that the county will explore on‑bill financing pilots and other programs to assist income‑qualified residents and to demonstrate payback over time.
