Council warned that Graceland owner plans irrigation over drain field; prescriptive-easement concerns raised

Committee member (S3) reported that the new owner of the Graceland property intends to install a sprinkler system over an existing sewer/septic drain field that accepts runoff from adjacent lots. S3 said the owner "I'm just gonna dig" rather than obtaining health-department paperwork and warned that, under prescriptive-easement principles, the owner could be required to replace damaged infrastructure.

Members noted the complication that some of the smaller lots that drain onto the parcel lie outside the town limits, which could limit the council's direct enforcement options. S3 also said "the state of Utah doesn't allow this system," raising a regulatory concern that could require a different, more costly replacement if the field is damaged.
