Board forwards Washington Park action plan to City Commission, urges early focus on parking

Planning staff and consultants presented the Washington Park action plan, a strategic guidance document addressing parking, mobility, appearance and resilience in the industrial district. The plan organizes recommendations into short‑term "quick wins" (facade improvements, parking enforcement, clear pavement markings), midterm infrastructure and mobility changes (defined curb zones, transit and loading strategies), and long‑term policy tools such as transfer of development rights to direct density away from single‑family neighborhoods.

Board members questioned funding, outreach to businesses and enforcement mechanics for day‑to‑day problems (illegal parking on swales and blocked sidewalks). Staff said the document is a menu of recommendations and includes an implementation matrix identifying responsible departments and potential funding sources (federal, county, CIP and grants) and asked the board to advise whether the commission should accept the plan as a guiding framework. After debate members voted to forward the plan as guidance and suggested that the commission prioritize a parking/traffic study and earlier implementation steps to address illegal parking and loading issues. "These are recommendations; funding or zoning changes would come back as separate, actionable items," staff said.
