Menasha board declares emergency and waives bids to speed tree and debris removal

The City of Menasha Board of Public Works voted 8-0 on Aug. 3 to approve Resolution R-23-26, declaring a public emergency under Wisconsin state statute section 62.15(1)(b) and waiving public-bid requirements so contracted crews can continue tree and debris removal work following a locally declared natural disaster.

Mayor Hammond told the board the waiver is intended to speed services to residents and clear roads faster. “It helps us as a community get the roads clear quicker,” the mayor said. Director Merton said the city had already contracted a debris-removal company earlier in the week and that the contractor’s work began with tree and brush removal and is now transitioning to include construction and demolition debris. “We have already started; we've contracted with a contractor for debris removal services,” the director said.

Alderman School moved to approve the resolution; the motion was seconded by Ted Grotty and carried on an 8-0 roll call. Deputy Clerk Janet recorded the vote. The resolution, as described during the meeting, authorizes waiving bids and continuing emergency response work for tree and debris removal introduced by Mayor Hammond.

Board Chair Marshall closed the meeting by thanking department heads, the police and fire departments and community volunteers for their response efforts at Mander Fields. The meeting adjourned at 5:55 p.m.
