County administrator says keeping janitorial staff in-house would save about $114,000

Corey White, county administration, told the Montgomery County commissioners that keeping janitorial services in-house would produce more savings than outsourcing for the coming fiscal year.

"So the total savings to keep janitorial services in house from this year of 2026 going into 2027 would be a 114,000, which is more savings than outsourcing," White said during his presentation, noting the current director of facilities will retire and the assistant will move up, creating internal savings.

White said he met with department heads, elected officials and facilities staff before making the recommendation and presented pros and cons from informal quotes. He said county departments value in-house staff because the janitorial crew also helps with maintenance and ad hoc tasks that outside contractors typically will not perform.

A commissioner who spoke in favor of keeping services in-house said, "I think in my opinion, it I think it's better to have it in house, keeping our our personnel on," echoing concerns that contractors would not provide the same cross-department support. The chair and other commissioners indicated agreement during the discussion.

The chair later noted the topic as "so noted action taken," and the board moved on to the next agenda item. The meeting record does not show a formal adoption of a contract change or a public solicitation at this session; any formal procurement steps were not specified in the transcript.
