Goochland planning staff recommend renewal and modest expansion of biosolids storage permit; residents ask questions

The Board heard a conditional‑use renewal and expansion request from 4L Corporation to continue routine biosolids storage and to increase the covered storage footprint from 1,000 to 2,000 square feet. Planning staff explained that biosolids are treated sewage sludge subject to Department of Environmental Quality (DEQ) permitting, that temporary storage is allowed when field application is impractical (weather, timing), and that storage facilities are inspected by DEQ and track incoming and outgoing tons by manifest.

Neighbors asked about odors, truck movement and potential runoff; the applicant, Owen Lanier, described on‑site drainage and an underdrain system that captures supernatant in a 2,000‑gallon tank. He noted DEQ land‑application permits include buffer and setback requirements (houses 200 ft, wells 100 ft) and ongoing monitoring.
