Council imposes temporary moratorium on permanent shipping containers, allows construction storage

Councilmember Kelly proposed a temporary moratorium on permanent shipping containers (Conex/sea containers) inside city limits to give legal counsel time to review Planning & Zoning recommendations; she emphasized the moratorium would not block temporary construction storage.

"I basically wanna do a moratorium on permanent storage, not temporary," Kelly said, and council discussed an amendment to explicitly exempt temporary units used for construction. After a second and brief discussion the motion passed; members asked staff and the city attorney to draft appropriate moratorium language clarifying applicability and construction exemptions.

The moratorium as passed preserves the council's ability to approve temporary units for remodels and construction while delaying any permanent-permit framework until legal review. The council asked planning staff to return with a recommended ordinance or code language that defines permanent installation and temporary construction exceptions.
