The Plano ISD Board of Trustees voted unanimously Tuesday to adopt a participation agreement enabling the district to participate in a Tax Increment Reinvestment Zone (TIRZ) created with the City of Plano.
Johnny Hill, the district's deputy superintendent for business, told trustees the agreement requests a district cap of $250,000,000 and framed participation as "a long term strategy," saying the models run by district and state consultants show the district could receive approximately $438,000,000 in direct benefits over an estimated 18-year participation window. Hill also said the participation would channel incremental commercial valuation into local redevelopment instead of sending those dollars to the state under recapture formulas.
Supporters on the board emphasized that the zone is 100% commercial and would not include residential properties. Board vice president Nancy Humphrey moved to adopt the agreement and board secretary Catherine Goodwin seconded the motion.
Trustees questioned the risk that state law could change. Hill said the participation agreement contains a hold‑harmless clause and an exit mechanism if recapture rules or property tax structures are altered, and he explained how recapture offsets are calculated and grossed up to protect local state revenues. "If the laws do change, once again, we can always come back to this clause," Hill said. Trustees also noted the nonfinancial benefits the district may seek in subsequent use agreements, such as access to facilities and programming partnerships.
After brief discussion the board voted 7-0 in favor. The board will review future use agreements and reporting during the project's development and construction phases.
