Commissioners send Justice Center ad hoc study funding down for review after finance, legal issues

A resolution requesting up to $350,000 from commission contingency funds to fund a study of Justice Center ad hoc committee findings was not advanced; instead, commissioners sent the item down without recommendation after staff identified missing reviews.

Vice Chair David C. Bradford Jr. and Commissioner Mikhail Lowery sponsored the resolution. County Attorney's Office staff (Jordan Gautelli) said the document did not show legal review, and Finance Director Audrey Tipton explained finance had not approved the item because it would draw upon commission contingency funds. Chair and several commissioners debated whether rules should be suspended to consider the item and whether the commission contingency balance could support the request.

Commissioner Caswell and others expressed concern about approving contingency expenditures without the sponsor present and without clear documentation of the contingency balance. With those questions outstanding and no sponsor present to explain details, the committee voted to send the item down without recommendation for further review of legal, finance and contingency-balance implications.
