Council denies appeal, approves Think Together mixed‑use project with incentives

The Santa Ana City Council on Aug. 4 denied an appeal and approved a proposed mixed‑use project by Think Together for a site on Sport Street after staff provided technical responses to written comments and public speakers.

The applicant’s representative (identified in the hearing as Daniel) thanked the council and described mitigation measures for air‑quality impacts. An attorney speaking for the Supporting Alliance for Responsibility said new technical information justified preparation of an Environmental Assessment and asked the council to grant the appeal or require further review; planning staff responded that supplemental technical analyses and written responses had been posted and provided earlier in the day and recommended denial of the appeal.

After discussion the council voted to deny the appeal and approve the project’s incentive package and development standards determination for a seven‑story, mixed‑use development with up to 274 units. The motion passed 5–0 (one councilmember excused). Staff said the approval included findings that the project is exempt under the cited CEQA section for the project type, subject to mitigation and conditions in the staff report.
