For quick‑lube and oil‑change facilities, staff proposed distancing requirements from residential zones (300–600 feet), screening (8‑foot masonry walls) and limits on building placement near major corridors. For event centers, staff recommended SUP‑only allowances in select commercial and downtown zones, renewal requirements (1–2 years), sound‑mitigation standards and 600‑foot separation for outdoor gatherings. Self‑storage draft rules would restrict outdoor facilities to light‑industrial districts and set up buffering and lighting requirements to limit impacts on nearby homes.
Staff emphasized enforcement through planning and code enforcement units, and proposed renewal or annual review mechanisms where SUPs are used.
