Selectboard renews Comcast cable franchise after public hearing on rural coverage

The Henniker Selectboard held a public hearing and voted to renew a cable-television franchise with Comcast, following a presentation from the company’s senior manager of government affairs, Monica Tibo. Tibo described the franchise as the local authorization for cable operators and said Comcast had completed construction to reach roughly 600 addresses at its own expense and that "we have 372 video subscribers" in town out of "2,616 homes passed."

Residents pressed Comcast on why the draft agreement addresses only cable-TV carriage (not internet), how the company determines where to install facilities, and density thresholds used for standard aerial installation. One resident, Keith DeMoure, questioned the 20-homes-per-mile density requirement and asked whether the company could reduce the threshold for specific low-density pockets. Tibo said 20 is a standard aerial threshold but that Comcast can provide a strand map showing where lines exist and consider case-by-case exceptions.

Board members and residents also discussed municipal service provisions; Tibo confirmed basic cable service to municipal buildings listed in the franchise would be provided at no cost to the town and said the company’s system can also carry internet over the same lines if those lines are present. The board voted to authorize the franchise to move forward after public comment and will receive a strand map from Comcast to help identify unserved areas and evaluate next steps with other providers and state broadband programs.
